Cal Expo is organized around the state's fairgrounds, not around housing. It is the large event complex sitting between the American River and the Arden area, home to the California State Fair each summer along with a running calendar of concerts, expos, and seasonal events. The footprint is exhibition halls, parking, an amphitheater, and open event grounds. Practically nobody lives inside the boundary, so for the neighborhoods around it Cal Expo lands as both an asset and a periodic headache. It brings major events, recreation, and the riverfront edge in close, but fair season and the bigger concerts also bring traffic, noise, and crowds that spill onto surrounding streets on event days. Its saving grace is placement. The complex sits right against the Arden Fair retail district and the American River Parkway, so the whole area is unusually well connected. As somewhere to actually live, though, it is essentially an events campus, and its real value shows up on the balance sheets of the residential neighborhoods next door that get to use it without hosting it.
