Carlton Hills is the busy middle of Santee, the place where the San Diego River, the trolley and the city's biggest shopping center all meet. Mast Boulevard, which crosses its north side, is named for Bill Mast, the early president of the Carlton Company, whose 1958 purchase of 4,300 acres from Fanita Ranch set off a wave of building. The residential streets climb off Carlton Hills Boulevard toward the hills, and they are mostly single-story ranch houses from around 1960 onward. Cul-de-sacs are common, a few lots run deep enough for a big yard and a hot tub, and homes higher up look out over East County. Newer apartments sit beside Santee Trolley Square, so the housing gets denser the closer you get to the station. Mast Park is the green heart of the neighborhood. Its loops follow the river under cottonwoods, willows and sycamores, with a footbridge over the water, a disc golf course, a dog park and benches near a native plant garden. Mast Park West picks up across Carlton Hills Boulevard and runs beside the fairways, and the Walker Preserve Trail starts just over the line on Magnolia Avenue for a flat 3.3 miles out to Lakeside. Town Center Community Park holds Sportsplex USA, a 20-acre sports complex that draws hundreds of thousands of visits a year. Filippi's Pizza Grotto on Woodside Avenue does the old-school Italian menu of pizza, ravioli and lasagna, with its own little market. 85C Bakery Cafe opened on Town Center Parkway in May 2026 and bakes fresh trays every four hours, along with egg tarts and sea salt coffee. Groceries come from Food 4 Less on Cuyamaca Street or the Walmart near Mast Park. Santee station, at Mission Gorge Road and Cuyamaca Street, is the northern end of the Copper Line, and the rest of the county is reached on State Route 52 or State Route 125. Much of the dining around Trolley Square is national chains, so the local spots take some seeking out in strip centers. From the streets near the river in Carlton Hills, the train, the river trail and a weeknight pizza are all reachable without leaving the neighborhood.
