Otay Ranch started here. Heritage, known in the master plan as Village One, opened in April 1999 as the first village of the Otay Ranch development in eastern Chula Vista, and it was built around a central park, an elementary school and a small mixed-use town center. Lomas Verdes lies to the east and Otay Ranch Village 2 to the south. Homes in Heritage date from that first wave, so street trees and yards have had more than two decades to fill in. Detached houses cover most of the village, with apartment buildings grouped near the town center on East Palomar Street. The Urban Land Institute's San Diego and Tijuana chapter gave the plan a Smart Growth honor for putting so much within walking distance. Heritage Park anchors it all, ten acres with a community center whose farm-style architecture nods to the ranch land that came before. A jogging path circles the park, a gazebo sits beside its small lake, and an outdoor amphitheater hosts cultural events. Smaller parks dot the surrounding blocks, including Harvest Park, Horizon Park and Wisteria Park, so most homes have a playground close by. Heritage Towne Center, on East Palomar beside the park, is the neighborhood's food stop and leans Filipino. Cafe 86 is known for ube desserts and drinks, and Halo-Halo Cafe serves sisig, chicken adobo, lumpia and its namesake shaved-ice dessert. Bamboo Garden Thai Cuisine in the same center does pad thai, green curry and mango sticky rice. A full grocery run means heading west on East Palomar to the Ralphs at 659, in Sunbow, or east toward Eastlake's big centers. Most drives out of the village start on Olympic Parkway, and short trips around the village work on foot. Being first has a cost. The town center is small, with takeout counters rather than a supermarket, so the walkable plan stops short of daily errands. Still, a weekday evening at Heritage Park, with walkers on the loop and lights coming on in the community center, shows the idea behind Otay Ranch working the way its planners drew it.
