Prescott is a historic West Oakland neighborhood also known as the Lower Bottoms, the old Oakland Point that the Cypress Freeway cut off from the rest of West Oakland in the 1950s. It is a flat grid of Victorian homes, many still standing in varying states of repair and rehabilitation, bounded roughly by Mandela Parkway, 7th Street, and West Grand. The 16th Street Station, the grand 1912 Beaux-Arts railroad terminal designed by Jarvis Hunt, sits within the neighborhood as a haunting, long-shuttered landmark, recently added to the National Register. The housing stock is the draw for preservation-minded buyers: a deep concentration of 19th-century architecture on central, flat, bikeable blocks. Daily life runs on the nearby corridors and a car, with West Oakland BART within reach for a one-stop ride to San Francisco and Mandela Parkway's palm-lined median offering a walking and biking spine. Green space inside the boundary is limited, and the freeway and rail edges shape the perimeter. Prescott carries more history per block than almost anywhere in Oakland, from the Victorians to the abandoned grandeur of 16th Street Station.
