Hoover, often called Hoover-Foster or Ghost Town, is a West Oakland neighborhood west of Telegraph and east of San Pablo, running roughly from 27th to 35th Street southwest of the MacArthur Maze. It takes its names from the old Hoover Junior High and the now-closed Marcus Foster school, and its housing is largely pre-1950, Victorians and early bungalows on flat blocks, much of it scarred by the freeway construction that cut through the area and displaced thousands in the mid-20th century. Green space inside the boundary is thin, with the freeway edges pressing in. Hoover is an in-between place, historically rich, freeway-cut, and slowly drawing reinvestment off its proximity to Uptown. The honest read is exactly that mix: a walkable, central West Oakland address with real character and BART access, set against the pollution and noise of the freeway borders, limited parkland, and the safety concerns the area has long contended with.
