Contra Costa cleared 19 homes on a 9.83-acre parcel below the Mount Diablo gate. What it means for the Foothill Middle and Northgate High attendance area, and what the school data actually shows.

If you have driven up North Gate Road toward the Mount Diablo entrance station, you have gone past the parcel without noticing it. One house, an outbuilding, and close to ten acres of dry summer grass, a short way down the hill from the park gate. On August 31 Contra Costa County posted the notice that clears it for 19 homes.
Sixteen will be sold at market rate and three will be deed restricted for very low income buyers. The homes run 1,215 to 4,595 square feet with one to three car garages in four elevations the applicant calls Farmhouse, Modern, Craftsman and Traditional. No new environmental study was required, because the county leaned on the environmental work already done for its 2045 General Plan. And every one of those 19 households will be assigned to Foothill Middle and Northgate High, which is the part of this that actually matters to the people already living there.
Here is the arithmetic nobody has run. The site is 9.83 acres, which is 428,195 square feet. Split 19 ways that is an average lot of about 22,500 square feet. The zoning on the parcel is R-40, and Contra Costa R-40 requires a minimum lot of 40,000 square feet. The average lot in this subdivision is a little over half the minimum the zoning district calls for. The county General Plan designation, Residential Very Low Density, caps the site at roughly one home per net acre, which lands you somewhere around nine or ten.
So how do 19 fit? Three things stack, and people mix them up constantly, so it is worth separating them.
The first is inclusionary zoning. Contra Costa requires 15 percent of the homes in any development of five or more units to be affordable. Three of 19 is 15.8 percent. That is a requirement the builder met, not a favor he did.
The second is the state density bonus. Because those three homes are deed restricted at the very low income level, California law requires the county to let the project exceed what local zoning would otherwise allow. The county exemption notice says the project qualifies for density bonus benefits under Government Code Section 65915. It does not say which tier, what percentage, or how many concessions, and I would not guess at those numbers without the staff report in hand.
The third is the quiet one. A concession is a cost-reducing break the builder chooses. A waiver is separate and unlimited, and it sets aside any local development standard that would physically stop the bonus homes from fitting. The lot size problem here is a waiver problem, not a concession problem. That is how a 40,000 square foot minimum becomes a 22,500 square foot average, and the notice does not spell it out.
North Gate is a school corridor before it is anything else. The county filing names Northgate High and Foothill Middle, both Mount Diablo Unified, and those two campuses are the reason homes here carry a premium over the rest of Walnut Creek. The current data on them is good and it is also moving in two different directions, which is the thing worth knowing before you write an offer.

Both sit around the 90th percentile in the state, and Northgate holds a 98.7 percent graduation rate against a state figure of 92.5. Foothill has been climbing, from 262nd of 2,783 middle schools in 2024 to 230th of 2,761 in 2025.
Northgate High has been going the other way. You will see this written up as a fall from 41st in the state in 2021 to 207th in 2025, and that comparison is not fair, because the number of ranked schools nearly doubled between those years. The percentile is the honest version, and it slipped from about the 93rd in 2024 to about the 90th in 2025. The cleaner measure is the share of students meeting or exceeding standards across subjects, which went from roughly 73 percent in 2022 to roughly 62 percent in 2025.
That is a real four-year slide at a school that is still very good, and it is exactly the sort of thing a family should ask the principal about rather than read off a rating badge. Chronic absenteeism is part of the story, at 13.8 percent in 2024-25 against 6.7 percent in 2019, and Northgate is far from the only Bay Area high school carrying that.
One practical gap: the county notice names no elementary school. Houseberry lists both Valle Verde and Walnut Acres as serving the North Gate neighborhood, and Mount Diablo Unified feeds Bancroft, Highlands, Valle Verde and Walnut Acres into Foothill Middle. If the elementary assignment is what decides your purchase, get it in writing from the district for the specific address rather than the tract.
Worth knowing as context: in July 2022 the State Board of Education voted 10 to 0 to reject a petition to pull these five schools out of Mount Diablo Unified into a Northgate district of their own, finding it would have promoted segregation and hurt district finances. Whatever you make of that, it tells you how strongly this attendance area identifies with itself.
A deed restricted very low income for-sale home is not a rental and it is not a subsidy that disappears at resale. The restriction rides with the property, so the buyer purchases at a controlled price, qualifies under an income limit set against county median income, and sells later under the same formula. In a corridor where the going rate is well over a million and a half, three of them will not change the character of the street. What they will change is who can be in it at all, which for a teacher or a county employee working in this district is not a small thing.
Our own numbers put North Gate fifth of the 30 Walnut Creek neighborhoods we score, at 4.1 out of 5 overall, with a 4.4 on schools and a 4.5 on safety that ranks seventh of 30. The median there was about $1.78 million in August 2026, against a citywide median of about $1.53 million in June. The premium is roughly a quarter of a million dollars, and the schools are most of what you are paying it for.
The neighborhood also has the most lopsided pair of scores in the city. North Gate rates 4.0 for public spaces and 1.1 for nearby merchants. That single contrast is the whole trade. You get a state park at the end of the road and you get in the car for a gallon of milk. Some people will read that as the point of living here. Anyone used to walking to coffee should sit with it before committing.
And the corridor is not uniform. The adjacent Foothill neighborhood shares the same middle school and the same high school but ranks 18th of 30 on safety at 3.3 against North Gate at 4.5. Same schools, different streets. That is the reason we build the data at the neighborhood level instead of the city level, and it is why a school boundary alone is a thin way to pick where to buy.
Nineteen homes will not move prices in Walnut Creek. What they will do is put a small number of genuinely new houses into a corridor where nearly everything on the market was built between 1955 and 1980, which is a narrow but real opening for a buyer who does not want to renovate. Expect them to be priced above the neighborhood median rather than at it, because new construction in this county has been running well ahead of resale.
Do the school diligence properly. Look at Foothill Middle trending up and Northgate High trending down, ask the high school what changed after 2022, and confirm the elementary assignment for the exact lot. Then walk the road on a weekend morning, when the Mount Diablo gate traffic is at its worst, because that is the version of this street you will live with.
