A track circuit reported a train near Daly City that was not there. Here is how BART heat delays actually work, which corridors are exposed, and what the reliable close-in stations cost against the far ends of the system.

A track circuit is a low voltage current fed through the two running rails of one block of track. A train rolls in, its steel axles short the circuit, a relay drops out, and the signal system knows that block is occupied. At 6:23 on Tuesday morning, BART’s system reported a train near Daly City that was not there. The BART heat delays that followed were not caused by hot rail. They were caused by an air conditioning failure in a train control room that cooked the equipment until it started reporting phantom trains.
Both kinds of heat failure can land in the same week, on different parts of the system. Rail heat slows the corridors that sit out in the sun. Equipment heat takes out whatever is oldest, wherever it is. If you are buying partly because a home is near a station, the second is a maintenance backlog story. The first is a map, and the map has a price on it.
The rail problem is thermal expansion. BART’s rail is heat treated before installation so it can expand, but a sharp jump in air temperature pushes the force past what the track absorbs, and the rail buckles sideways into what railroaders call a sun kink. BART’s weather guidance puts the trigger at 115 degrees of rail temperature, at which point trains there are slowed to buy the operator reaction time.
That policy exists because of one afternoon. On June 21, 2022, a 10-car San Francisco bound train hit warped track near Concord at 70 mph and two cars left the rails. NBC Bay Area reported that BART had no formal heat speed policy at the time. It adopted one afterward.
The false occupancy problem is different, and more interesting. Nothing is wrong with the rail. The detection equipment itself overheats and drops the relay on its own, so the system sees a train in an empty block and does what it is built to do, which is hold everything back. BART’s operations leadership told the board on September 10 that an air conditioning failure at Daly City cooked the train control equipment until it started throwing those alarms. The breakers tripped that evening and the substation caught fire.
Repairing it runs about $4 million. Replacing it runs up to $60 million, which is why it sat third on a list instead of getting done.
Rail heat restrictions can only apply where there is sky above the rail, and on BART that is most of the system.

Where those 98.6 miles sit is what matters to a buyer. The tunnel miles are concentrated in San Francisco, downtown Oakland, and downtown Berkeley. The exposed miles are concentrated at the far ends.

The pattern is clean. The corridors that lose the most time on a hot day are the Antioch line past Concord and the Dublin and Pleasanton tail in the I-580 median. The stations that barely notice are the ones underground.
Here is the number that decides it for most people, and it runs opposite to the inconvenience.

Pittsburg’s median sale price was about $578,650 in July 2026 and Antioch’s was about $603,780 the same month. Move inward to Concord, still on the exposed SR-4 and I-680 stretch, and the August 2026 median was about $804,560. Inside the protected core, Oakland’s citywide median was about $974,220 in August 2026 and Berkeley’s was about $1.73M.
Zoom into station areas and the spread widens. Rockridge sat at roughly $2.31M in August 2026 and Adams Point, near the 19th Street subway, at about $1.64M. The most reliable ride on the system is a seven figure decision.
That story breaks in exactly one place, and it is worth naming. Dublin sits in the middle of the I-580 median run with a July 2026 median of about $1.6M. Exposure does not set the price. Schools, jobs, and how many homes got built do.
The honest math says the outer corridors still win for most buyers, and it is not close. BART’s passenger on-time performance hit 94.4 percent in the quarter ending March 2026, its best quarterly figure since early 2014. Heat restrictions cost 8 minutes or more on maybe a dozen days in a bad year. A dozen slow mornings against a $1.15M price difference is not a real tradeoff.
The real downside is not the minutes. It is that the exposed corridors have the least slack. Dublin and Pleasanton riders have one track in a freeway median and no parallel route, so a restriction near Castro Valley stretches the entire trip. Past Pittsburg and Bay Point you transfer onto a separate diesel line, and a delay on either side of that transfer compounds. We treat that geometry the way we treat a school boundary or a flood zone. It belongs in the research, not in the worrying.
Three checks worth ten minutes each, before you fall for a listing that says walkable to BART.
None of this argues against the outer corridors. The opposite. The East Bay’s ranked neighborhoods show where the region’s remaining transit-served affordability actually lives, and it is overwhelmingly at the exposed ends of the Yellow and Blue lines. The answer to hot rail is money spent on rail and substations, not buyers steering away from the last station areas priced under a million. Concord, Pittsburg, and Antioch should be building more homes around those platforms, not fewer.
Watch the substation backlog, because that is what actually took the system down this week. Fifty of 74 have never been replaced, at $60 million apiece, and BART is sequencing them inside a budget that does not cover them.
